Rohtang Pass is the one part of a Manali trip that genuinely needs planning ahead, not because the drive itself is complicated, but because of a detail that catches a surprising number of first-time visitors off guard: you can't just drive up. Rohtang requires an online permit, with a hard daily cap on how many vehicles are allowed through, due to the pass's eco-sensitive status. Here's how the system actually works.
Rohtang's fragile high-altitude ecosystem led authorities to cap daily tourist vehicle traffic, enforced through an online permit system rather than open access. It's a genuine restriction, not a formality — permits do sell out, especially on weekends, so this needs to be part of your trip planning, not an afterthought once you're already in Manali.
Permits are issued through the official portal, rohtangpermits.hp.gov.in (an older .nic.in domain has migrated to this address — make sure you're on the current official site, not an outdated bookmark or a third-party copy). Permits are released in two daily slots — 10:00 AM and 4:00 PM — reportedly opening roughly a day ahead of the travel date. Weekend slots are reported to sell out fast, so apply as soon as a slot opens rather than waiting.
- Fee: Commonly reported as roughly ₹550 for a car — a ₹500 permit fee plus a ₹50 congestion charge. Buses and heavier vehicles carry a higher congestion charge. Travel beyond Rohtang itself adds a further congestion fee. - Daily quota: The system reportedly caps permits at 800 petrol and 400 diesel vehicles per day, set by the National Green Tribunal/district administration — some sources cite a simpler combined figure of around 1,200. A separate, more limited special-permit category exists too (reportedly around 100 vehicles daily). - Weekly limit: Each vehicle can reportedly obtain only 3 permits within a week (Tuesday to Monday). - Tuesdays are closed for routine road maintenance by the Border Roads Organisation (BRO) — don't plan a Rohtang day around a Tuesday.
A valid ID, a current PUC (Pollution Under Control) certificate, and registration proof that the vehicle is no more than 10 years old — older vehicles reportedly aren't eligible for a permit at all. Keep a printed copy of your permit; the official portal states a printout is compulsory, not just a phone screenshot.
If Rohtang's quota is full for your dates, the Atal Tunnel (which bypasses the pass itself, connecting Manali toward Lahaul and onward to Leh) doesn't require a Rohtang permit at all. It won't give you the pass itself, but it's a genuinely dramatic high-altitude drive in its own right — our standard Manali package includes a Solang Valley and Atal Tunnel day as its core itinerary, which doesn't depend on Rohtang's permit availability.
Worth being specific here, since "Manali" itineraries vary on this point. Our Manali — A Gift of the Himalayas package covers Solang Valley and the Atal Tunnel, not Rohtang Pass itself. Our broader Himachal Pradesh circuit lists Rohtang as an optional add-on alongside Solang and the Atal Tunnel — if reaching Rohtang specifically matters to you, say so clearly when you enquire, since the permit's limited daily quota means it needs to be arranged ahead of your travel dates, not decided on arrival.
Rohtang is typically open roughly late May to early November, closed by heavy snow in winter. Even in the open season, weather can shift fast — carry warm layers regardless of how the weather looks in Manali itself, since conditions at the pass can be meaningfully colder and windier.
Do I really need a permit for Rohtang Pass? Yes — it's a hard requirement due to the pass's eco-sensitive status, with a daily vehicle quota, not an optional formality.
Where do I apply for a Rohtang permit? Through the official portal, rohtangpermits.hp.gov.in. Permits are released in two daily slots, 10:00 AM and 4:00 PM, roughly a day ahead of travel.
How much does a Rohtang permit cost? Commonly reported at around ₹550 for a car (₹500 permit fee plus ₹50 congestion charge) — confirm the current fee on the official portal.
Is there a vehicle age limit for the permit? Yes — registration needs to show the vehicle is no more than 10 years old.
Why is Rohtang Pass closed on Tuesdays? Routine road maintenance by the Border Roads Organisation (BRO) closes the pass to tourist traffic that day.
What if I can't get a Rohtang permit for my dates? The Atal Tunnel doesn't require a Rohtang permit and offers its own dramatic high-altitude drive — our standard Manali package is built around Solang Valley and the Atal Tunnel for exactly this reason.
Does Shubh Mangal Yatra's Manali package include Rohtang Pass? Our standard package covers Solang Valley and the Atal Tunnel; Rohtang itself is available as an optional add-on, listed explicitly in our broader Himachal circuit. Mention it when you enquire so we can plan around the permit quota.
When is Rohtang Pass open? Typically late May to early November, weather permitting — it closes with heavy winter snowfall.
